Approached by Verizon Wireless to Lease Ground Space on Existing Tower

We currently have a cell tower on our property with one carrier onboard, T-Mobile. The tower rent lease is now owned by SBA Communications, but we own the lease for the ground space. We have been approached by Verizon Wireless to co-locate and are currently negotiating ground rent. Our question is this, are you referring to rental rates of both tower and ground combined when you mention the following paragraph on your website:
"For example, we are currently (2014) negotiating deals with various carriers in different counties between $19,000 per year ($1,583/month) and $36,000 per year ($3,000/month), so it really comes down to supply and demand of properties, where a carrier can locate its base station equipment, tower and antennas."
