In the state of PA, If the tower company did not pay the correct amount of rent sharing from subLeases/licences to the landlord for 15 years, are they obligated to pay the back rent to the landlord or are they (tower company) protected by any statute of limitation in Pennsylvania? Although they have acknowledged discrepancies, they will only agree to pay back to a certain point (initially 4 years back then agreed to go back to when we initially raised the issue 9 years ago). And are only including existing subleases. Several sublease on our tower lease have terminated over the last 15 years.

Let's look at your lease to figure out is you have any leverage.
How much time is left until it expires?
If it's less than ten or fifteen years, tell the yellow-bellied snake you are dealing with to start looking for another location to put their cell tower if they don't do the right thing, and they can forget about ever getting the lease renewed.
