Stephen it is possible to build your own cell tower but it is a huge risk unless you have someone working on the inside at one of the carriers feeding specific information regarding where they need to be. In Texas in most places outside of city limits there is no zoning, it the wild west for all intensive purposes. Let's say you spent $150,000 building a cell tower and for some reason Verizon or AT&T does not want to pay you the $1,500 per month you think you are entitled to as rent, they may talk to your neighbor who you don't get along with and he won't mind doing the deal with a tower developer for $500 per month.
Building your own cell tower is extremely risky unless you are the only possible site from a zoning or land use perspective. Even then a carrier may not have the money in their budget to lease the space even if you paid all the up front development costs.
Invest the money in something less risky like a Super Bowl office pool.
