Looking at a home with a cell tower that will not generate income for us until 2024 if we purchase. The previous owner took a 15 year buyout. Is it safe to say that lease will be renewed in 9 years or will technology have changed so much to make it obsolete? Currrent owner is inflating price of home by 20K to convey rights to cell tower.

The owner has sold his right in the stream of income. Already ahead.
I would discount the value property for loss of the use of the land that you have no rights to till 2024. I would also consider a property without a tower near my house. That's just me.
No promises the carrier will stay either.
