I am able to deliver a Department of Transportation Right of Ways in an entire State.
The current commission structure is 3% for year and 2 and 1% for year 3, 4 & 5.
Is it customary to receive commissions for 5 years only and why not over the life of the agreement?

Not sure how to answer your question, but let me take a crack at it...
If you are contacted by a cell tower carrier site acquisition consultant, there is no "broker" fee. They have been hired by the carrier (Verizon, AT&T, US Cellular, Cricket, T-Mobile, Sprint, Metro PCS) to lease space on your rood for cellular antennas.
If a rooftop management company contacts you, who I think you may be referring to as a "broker" you can expect them to ask for a management fee of about 50% to market your property.
