Easement

My local water company has an easement to use my private road with me specifically for the operation of water company operations. The water company now wants to use this easement to lease part of the water company’s property to AT&T a cell tower. Can they do this with out compensating me? What should I be compensated IF I agreed to let the cell company use my road? I live in the East Bay or San Francisco.
