Why would you commit to do anything without seeing the site plans first? Building a cell tower on your property and committing to a deal like this is a serious long term commitment, and you should never sign anything or agree to any terms without seeing exactly what they are proposing. Verizon knows this, and they like to negotiate landlords into a corner. If they hesitate, then you probably were never their primary candidate in the first place, and there is nothing that you can do about that.
Please call us, we will help you to deal with the Verizon Wireless leasing consultant. The effective dates or commencement dates are usually defined in your lease in the first 2 or 3 paragraphs.
