Many water tanks that have cellular antennas mounted to them are located in residential areas where the municipality or water company provide water to the community.
Often times the zoning ordinances prohibit new towers from being built in residential areas if an there is an existing structure available that the owner is willing to lease for wireless communication purposes.
The problem is that most water companies and municipalities have enough to deal with and they get overwhelmed with the constant offers to extend leases, sell the cell tower lease rent stream, upgrade the cell site equipment.
Since water towers are critical infrastructure, wireless landlords such as water districts, towns and cities need to watch the carriers and tower companies very closely on their lease proposals.
