Verizon wireless proposed a cell tower on my relatives land in Reno Nevada. What is the range for a Verizon cell tower lease for monthly or annual rent?
I heard it can be up to $7,000 per month for a cell tower but it seems high.
We were offered less than $1,000 in tower rent per month.

What Tower Genius said makes sense, though starting at $1000 might be a little low. If you haven't tried negotiating, making a counter offer or getting a better annual increase percentage, that may get you a more attractive offer.
My cell site in CA started at $600 a month in 1996, which is roughly $1000 in today's dollars. It had a minimum annual increase of 3%. That was increased to 5% minimum in exchange for my dropping an initial revenue sharing clause that gave me 50% of any co-location rents!
In a recent 30 year contact extension (in 5 year option increments), I got a $25K signing bonus (they initially offered only $5K). Annual increase remains at 5% and is now almost $2000 a month. This is for a free standing tower and small equipment room, located near the intersection of two freeways in northern CA.

John that values are based on a site by site basis. While we do bump into cell towers that generate $7,000 per month, those are either mature rooftop cell sites in majored metro areas that have been escalating at 4% annually for 20 years or "loaded" matures towers with multiple carrier tenants where the landlord gets a portion of the additional rent as revenue share.
We've seen several Verizon proposal in and around Reno, NV in the $1,000 range, especially where they have a number of choices they could build on.
Where there are topography challenges and limited choices that rent values will be greater.
