What's negotiable in a site lease between a tower / site acquisition company vs county government entity.

I have been approached by a tower/site acquisition company claiming they are acquiring sites for a county wide emergency 911 system. The system was to be up and running by the end of 2012 but got extended to 2013. They want an option to lease for a period that extends past the up and running date and are not offering much money ( less than 2000.00 for 24 months ). Is it typical for land owners to devalue their property in this manner in hopes of a lease ever being signed? The site is a flat parcel with no improvements on it, just grass. Utilities are present and access is perfect. It's in a very high traffic area and I have checked the zoning with the city. Cell towers are allowed. The site is 150' x 180'.

It sounds like more than a 911 system. Please call us so we can ask you some questions. They might be just trying to secure a corridor for cell tower development but are using the 911 system as a way of playing down the value of the site. Nobody is looking for that much space for a 911 system and tower. Please call us... the initial consultation is free.
